TELCOM-2916 - USA (Georgia) - SIP Trunking and Session Border Controller (SBC) Architecture Services - Deadline August 10,2026

(1) Vendor needs to provide SIP trunking and session border controller (sbc) architecture services to design, implement, and support a resilient SIP Trunking and Session Border Controller (SBC) architecture that centralizes Public Switched Telephone Network connectivity for campus while preserving existing on–premises Avaya Communication Manager platform to the government authority located in Georgia.– Solution shall support interoperability between the existing environment and Microsoft Teams, provide high availability across the Boyd and Peabody data centers, and accommodate specialty analog services including alarm, elevator, and fax lines.– Furnish all labor, materials, equipment, software, licensing, implementation services, telecommunications services, documentation, testing, training, and support necessary to provide a complete and operational SIP Trunking and Session Border Controller solution– Discovery and Requirements Review• Review of the existing Communication Manager environment.• Validation of concurrent SIP session requirements.• Validation of the University's Direct Inward Dialing (DID) inventory• Identification of network, firewall, and infrastructure requirements.– Solution Design• Preserve voice continuity during equipment or data center failures.• Support automatic failover.• Integrate with the University's existing Communication Manager Version 5.2.1 environment.• Maintain interoperability with Microsoft Teams– Dynamic Enhanced 911• Transmit dispatchable location information during emergency call setup.• Support ongoing management of emergency location information.• Provide a method for validating emergency location accuracy.– Number Porting and Migration• Collection and validation of telephony data.• Letter of Authorization (LOA) processing.• Coordination with incumbent carrier(s).• Phased number porting.• Support SIP Trunking.• Support SIP registration for basic SIP endpoints.• Support analog terminal adapters.• Support dynamic Enhanced 911.• Transmit dispatchable location information.(2) All question must be submitted no later than August 11, 2026.
