The detailed requirements are as follows: (1) Basic eligibility requirements: Must be a citizen of the People’s Republic of China and be able to work full-time in Haikou City. Must comply with the laws and regulations of the People’s Republic of China, with no records of illegal or disciplinary violations. Must have good conduct and professional ethics. Must possess the physical and mental condition necessary to perform job duties normally. Must be familiar with domestic financial laws and regulations. Must have an academic background in finance, accounting, auditing, economics, or related fields. Professional competence requirements (meeting any one of the following conditions is sufficient): (1) Holding a junior or higher professional title in accounting (or auditing/economics); (2) Possessing accounting-related qualification certificates such as accounting practitioner certificate or junior accounting certificate; (3) Having at least one year of experience in project financial management or audit coordination. Must be 40 years old or below (born on or after 1 January 1986). Must be proficient in financial management and office software applications. The original and copies shall be separately bound and sealed in the same envelope. The inner and outer envelopes shall be marked with the following additional information: (1) Project Name: Hainan Province Project of the World Bank Loan Program for Prevention, Preparedness and Response to Emerging Infectious Diseases (Global “One Health” Hainan Demonstration Project); (2) Contract No. and Title: HN-IC-8: Individual Consulting Services (Project Finance). The consultant shall also submit, together with the EOI, one complete scanned copy of the original EOI (PDF format, in color) and one editable electronic version (Word format), stored on a USB flash drive in a separate sealed package. In case of any discrepancy between the electronic version and the hard copy, the Chinese hard copy of the original EOI shall prevail. Note: The consultant shall ensure that the markings on the outer packaging of the EOI are consistent with the contents of the EOI.
