(1) Vendor needs to provide cloud–based capital, bond, and investment tracking and reporting software.– Provide cloud–based software solutions and related implementation, integration, and support services to automate certain financial management functions currently managed primarily using spreadsheets.– Capital expenditure tracking and reporting and bond fund drawdown management software and implementation services.– Investment reconciliation and reporting software and implementation services.– Solution must provide a centralized, auditable platform for tracking expenditures by bond fund and bond issuance, managing capital project budgets and payments, processing bond drawdown requests, and producing required reports for internal management, bond fund compliance, and stakeholder review.– Modules for project–specific capital planning and expenditure tracking.– Ability to assign multiple funding sources to a single project, including bonds, grants, and general fund.– Real–time visibility of planned, actual, and committed costs.– Solution must support trade entry and approval workflows, automated reconciliation against custodial and advisor records, book versus market valuation, and reporting at the portfolio, fund, and advisor level.– Ability to record execution date versus approval date with required justification and maintained audit trails.– Calculation and tracking of interest income and receivables across all securities.– Ability to restrict data by investment type, fund, or advisor based on user role.– Tracking and reconciliation of expected and received interest income per investment and fund.– Ability to accept standardized templates from investment advisors for trade reconciliation through upload or integration.(2) All questions must be submitted no later than July 10, 2026.(3) The contract period will be for three years.
