STAFF-16780 - USA (Visalia, California) - Administrative Hearing Officer Services - Deadline October 7,2026

(1) Vendor needs to provide administrative hearing officer services to the government authority located in Visalia, CA.– Provide independent, impartial administrative hearing officer services for matters arising from the enforcement of the City’s municipal codes. – Review case documentation, including, but not limited to, documents issued by City staff and documents submitted by persons appealing an administrative decision made by City staff. – Serve as the Hearing Officer presiding over administrative hearings and consider testimony and evidence presented by the parties. – Administer oaths, receive testimony, and manage the presentation of evidence. – Review case files, inspection reports, notices, photographs, audio and video recordings, animal control reports, and other materials submitted by City staff and appellants. – Review matters for compliance with due process requirements, including proper service of notices, adherence to Municipal Code timelines, and the opportunity to present testimony and evidence during the hearing. – Prepare written decisions that include findings of fact, conclusions of law, and abatement orders, when applicable. – Provide the reasoning supporting each determination. (2) A non–mandatory Pre–bid meeting will be held on September 22, 2026.(3) All the questions must be submitted no later than September 25, 2026.
