(1) Vendor needs to provide downtown parking district enforcement and administration services to the government authority located in Medford, OR.• Provide regular and consistent enforcement of applicable time limits, payment and registration requirements, permits, loading restrictions, no–parking areas, marked–space requirements, and other city parking regulations.• Proposed staffing plan, including staffing, supervisor manager, relief and backfill, customer service administrative support, and local management availability.• Operations plan describing patrol coverage, route development, consistency controls, warning/citation approach, scofflaw/boot process, court support, and response to special events or temporary City direction.• Customer–service plan, including complaint handling, appeal/correction intake, public education, and ambassador expectations including the proposer's approach to providing positive community benefit as the city's downtown parking enforcement contractor.• Adjust routes, patrol emphasis, schedules, and enforcement activity when directed by the City for special events, construction, outages, weather, parking–management changes, or other operational needs.(2) All questions must be submitted no later than September 14, 2026.
