(1) Vendor needs to provide child care expansion grant program design and administration services to the government authority located in San Francisco, CA.– The program will use available Childcare Impact Fee resources to support capital improvements that create, expand, or activate licensed child care spaces centers and family child care homes.– Program design and guidelines, provider outreach, applicant technical assistance, application review and scoring, grant administration, project monitoring, and outcome tracking and reporting.– Coordinate with relevant child care resource and referral organizations, provider networks, community partners, and other stakeholders as appropriate.– Prepare plain–language outreach content suitable for City webpages, email, social media, flyers, presentations, and partner distribution.– Conduct at least two informational workshop(s) or webinar(s), including presentation materials and written follow–up materials.– Track outreach contacts and participation and identify barriers to participation that may require adjustments to the application process.– Provide technical assistance to prospective applicants regarding program requirements, project scoping, application completeness, readiness documentation, budget development, licensing considerations, and grant compliance.– Establish fair and consistent protocols so that technical assistance does not create an unfair advantage in competitive scoring.– Conduct or coordinate technical review of proposed project scope, budget, schedule, feasibility, readiness, licensing implications, and measurable capacity outcomes.– Document scores, reviewer comments, conflicts, and recommendations in a consistent format.(2) All the questions must be submitted no later than September 14, 2026.
