(1) Vendor needs to provide climate change policy impact service to the government authority located in New York. • Conduct a rapid desk review of existing literature, data, research, policies, and frameworks on climate change.• Identify key trends, gaps, and emerging issues• Identify promising practices, case studies, and programmatic approaches including through review of Plan resources and key informant interviews.• Develop a compelling and accessible policy brief to underpin plan international’s work in this area and provide messages and recommendations for advocacy purposes.• Incorporate feedback from internal reference group via 2 rounds of consultation and editing• Finalise policy brief ready for design and sign–off.
