(1) Vendor needs to provide shelter operator services to the government authority located in Hillsboro, OR.• Shelter operator to contract with the County to provide services to support non–congregate shelter operation for up to 60 adult only households for couples and individuals.• Shelter programs, participants have a safe place to stay and are assisted by shelter staff and case managers to connect to resources and exit to permanent housing as quickly as possible• Shelter spaces maintain accessible environments for all participants, including providing accommodations for people with a range of needs, keeping spaces accessible 24 hours a day, allowing pets, providing personal storage, and offering shelter in a location near transit and other services• Provide housing focused case management including coordination with other service providers, support accessing mainstream benefits, support accessing critical documents, and additional housing navigation services.• Twenty–four (24) hour bed/unit access• 24/7 shelter supervision and security• Crisis intervention and conflict resolution• Access to facilities including laundry services, bathrooms, and showers• Access to phone services• Transportation for critical access to medical appointments, housing appointments, etc.(2) All questions must be submitted no later than September 17, 2026.
