(1) Vendor needs to provide entry–level police officer selection examination services to the government authority located in St. Louis, MO.• Develop a test plan that links each examination component and item to the job–analysis results, specifying content coverage, item counts, weighting, and format, and submit it to the agency for review and approval.• Develop and construct a written examination that assesses job–related cognitive skills, which may include reading comprehension, written communication, problem–solving, and information ordering, at a level appropriate for a minimally qualified applicant.• Develop and construct situational judgment content, which may be video–based, presenting job–relevant scenarios to assess judgment, decision–making, and non–cognitive attributes consistent with current policing strategies and philosophies.• Develop and document a validation strategy for the examination consistent with state and federal laws and professional standards, using content, criterion–related, or construct validity as appropriate, and establishing the job–relatedness of each component.• Provide procedures for reasonable accommodation of qualified candidates with disabilities in the administration of the examination, including the physical ability test, consistent with the Americans with disabilities act and the rehabilitation act.• Administer the examination, or provide the examination in a form the agency can administer, including all materials, instructions, and proctoring or platform requirements, and specify administration in person, virtually, or on–site as applicable.• Maintain the security of examination content, item banks, and scoring keys through secure development, storage, transmission, and administration, and document the test–security procedures employed.• Prepare and deliver a technical report documenting the job analysis, test plan, development, validation evidence, and scoring methodology, sufficient to support the examination if challenged.(2) A contract period will be for three years.
