(1) Vendor needs to provide affordable housing policy consultant services to the government authority located in Edina, MN.• Review Comprehensive Plan Housing Chapter; Vision Edina; Zoning Code Survey Feedback and Quality of Life Survey Feedback. • Support the City's public engagement strategy to gather community input on affordable housing needs, housing choice, development approaches and potential policy options. • Develop an engagement strategy that includes residents, renters, homeowners, developers, property owners, affordable housing providers, financial stakeholders, and other relevant community partners. • Facilitate public engagement activities identified in the engagement strategy • Develop content and materials for use on the City's online engagement platform and other communication channels. • Evaluate the financial feasibility of alternative affordable housing requirements for both rental and ownership developments. • Evaluate the relationship between affordable housing requirements and development feasibility. • Develop an automated annual indexing mechanism (utilizing a standard index such as the Engineering News–Record Construction Cost Index) that allows staff to recommend or administratively update the fee structure based on appropriate construction cost or other relevant index, consistent with applicable legal requirements.
