(1) Vendor needs to provide parking access and revenue control system.– The system shall be commercially proven, capable of portfolio–wide administration, scalable for future needs, and supported.– Provide a complete and fully functioning system.– The solution may use a two–way IP, POTS, or LTE intercom, a QR code providing access to real–time support, a clearly displayed telephone hotline, or a combination; however, the customer–support solution shall not rely exclusively on a customer–owned mobile device. – The solution shall provide timely assistance and transaction context to support personnel.– Barcode/QR and credential reading consistent with entry workflows.– Transient ticketed and/or ticketless parking using license plate, barcode, QR, or other proposed identifiers.– Credit/debit and contactless wallet payment in the exit lane. Pay–on–foot equipment is optional and is not required.– Scan–to–pay/mobile web payment without requiring an app download.– Prepaid event parking through documented APIs and County–approved third–party reservation platforms.– Web–based, QR, and bulk validation capabilities with configurable discount rules and basic validation reporting.– Lost–ticket, unreadable–plate, grace–period, rate–override, and emergency–open workflows.• Remote rate, validation, credential, device, and lane configuration with approval and change logs.– Solution shall provide documented, secure application programming interfaces (APIs) and data exports sufficient to integrate with County systems and the current operator’s independently selected analytics, reporting, reservation, and payment platforms.(2) A Mandatory Pre–bid meeting will be held on November 16, 2026.(3) All the questions must be submitted no later than November 23, 2026.
