REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Country: Kenya Project: Accelerating Sustainable and Clean Energy and Digital Access Transformation in Sudan (Ascent - Sudan) Project ID: P507788 Loan No./Credit No./ Grant No.: E4720-SD Assignment Title: RBF Manager Reference No.: KE-TDB-543797-CS-INDV The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy and Digital Access Transformation in Sudan and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the RBF Manager (Individual Consultant) assignment for a period of two (2) calendar years from contract commencement date. The objective of the assignment is to ensure the successful design, management, and implementation of the Regional Results-Based Financing Facility under the Project. In collaboration with relevant focal team and the TDF Programme Manager; the Project Manager will also support the design and implementation of the Regional Results-Based Financing (RBF) facility. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.tdbgroup.org/procurement-consulting/terms-of-reference-for-RBF Manager/ TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic and professional qualifications). The shortlisting criteria are: Postgraduate degree in Economics, Finance, Business Administration, Development Studies, or another related field. Minimum of 7 years of experience in managing results-based financing mechanisms or performance-based programs, grants management, preferably within the energy (Off-grid Solar, Distributed Renewable Energy, Mini Grids, Clean Cooking, Solar Home Systems, Productive Use Equipment) or development sectors. Proven experience in program management, particularly in a multi-stakeholder environment involving government, donors, and private sector partners. Proven experience working with multilateral development institutions such as the World Bank and managing large-scale, donor-funded projects. Strong financial management skills, including experience managing large-scale donor-funded projects. In-depth knowledge of monitoring and evaluation frameworks, particularly in relation to results-based financing. Excellent communication and interpersonal skills, with the ability to engage with a wide range of stakeholders. Familiarity with World Bank procedures and guidelines, as well as environmental and social standards, is highly desirable. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
