(1) Vendor needs to provide medical third–party administrator and pharmacy benefit manager service. – Medical Third–Party Administrator (TPA) services:• Claims intake, adjudication, and payment processes.• Claims accuracy and quality control.• Provide standard discount or savings reporting and discounts are calculated.• Utilization management, case management, and disease management programs available.• Behavioral health integration and coordination with EAP.• Provide contact center hours, languages supported, average speed of answer, abandonment rate, and first–call resolution metrics.• Member portal or mobile app capabilities (ID cards, EOBs, deductible tracking, cost transparency).• File formats supported, frequency options, and typical implementation timelines.• Provide a standard report catalogue.• Data access options (SFTP, APIs) and data ownership or usage terms.• Provide a high–level implementation plan for an effective date.• Identify key implementation roles and responsibilities.– Pharmacy Benefit Manager (PBM):• Specialty management programs, site–of–care, and biosimilar strategies.• Provide call center hours and performance metrics.• Provide retail network options (open, preferred, narrow).• Specialty pharmacy options, accreditation, and patient support services.• Pharmacy network access or adequacy standards (urban/rural), including any performance metrics track and report.• Member digital tools (price comparison, alternatives, prior auth status, ID card).• Communication strategies for formulary changes and disruption management.• Provide a standard reporting package and cadence, including rebate reporting.(2) All the questions must be submitted no later than August 24, 2026.
