(1) Vendor needs to provide GIS–based permitting system development service. – Develop a centralized and integrated digital permitting software platform for pro–housing communities in agency. – The software platform will allow for enhanced site plan review capabilities, more efficient access to past permit history, and streamlines the development review process.1. System design and development:• Database:– Develop a secure, centralized database standardizing planning and zoning permit records for four municipalities and 17 permit types.– The system should be able to accommodate variation in workflows between municipalities. – It should be parcel based and GIS–centric.• Interface:– Develop a web–based application for the public to submit permit applications.– Develop a secure web–based application for use by municipal planning staff to manage permit data, including data entry, data retrieval, permit issuance, status tracking, and reporting.• Spatial integration:– Incorporate automatic spatial checks for zoning, agency land classification, wetlands, flood zones, waterbody proximity, and slopes, using web map layers provided by the agency in ArcGIS Online.• Reporting:– Create query tools allowing communities and the agency to generate real–time statistics on permits issued by type, location, and timeframe.– Provide downloadable summary reports to support pro–housing certification renewals and other planning efforts.– Generate planning and zoning board meeting agendas.2. Training and deployment:– Conduct thorough training for local planning and zoning administrators.– Provide robust user documentation and system administration guidelines.– Provide technical support for a period of one year beyond project deployment.(2) All the questions must be submitted no later than September 29, 2026.
