1. Introduction/PurposeThe Federal Aviation Administration`s (FAA) Office of the Chief Counsel (AGC) requires highly qualified document reviewers to perform paralegal support services. Personnel classified as paralegals or legal assistants must possess appropriate education, training, and certifications from accredited institutions.The contractor must provide experienced legal document review and paralegal support services to assist AGC and the agency in executing large–volume, time–sensitive workloads to meet congressional inquiries and litigation deadlines. Contractor personnel must have experience supporting complex litigation, such as class action and multi–party cases, and demonstrated experience with Freedom of Information Act (FOIA) requests and related litigation. Contractor personnel must be proficient in electronic discovery platforms and document review technologies, with the ability to perform advanced legal research and analysis across multiple legal disciplines.2. Nature of CompetitionThe acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set–aside will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and utilize this notice`s results to determine if that is appropriate.The FAA anticipates a five–year period of performance.4.
