1. Introduction/PurposeThe Federal Aviation Administration`s (FAA) Office of the Chief Counsel (AGC) requires highly qualified document reviewers to perform paralegal support services. Personnel classified as paralegals or legal assistants must possess appropriate education, training, and certifications from accredited institutions.The contractor must provide experienced legal document review and paralegal support services to assist AGC and the agency in executing large–volume, time–sensitive workloads to meet congressional inquiries and litigation deadlines. Contractor personnel must have experience supporting complex litigation, such as class action and multi–party cases, and demonstrated experience with Freedom of Information Act (FOIA) requests and related litigation. Contractor personnel must be proficient in electronic discovery platforms and document review technologies, with the ability to perform advanced legal research and analysis across multiple legal disciplines.2. Incumbent Contractor (if applicable)The incumbent contractor is JOHN J. YIM & ASSOCIATES LLC under contract 693KA9–22–D–00014.3. Nature of CompetitionThe acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set–aside will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and utilize this notice`s results to determine if that is appropriate.The FAA anticipates a five–year period of performance.4. Standard LanguageState thatThis is not a Screening Information Request or Request for Proposals of any kind.The FAA is not seeking or accepting unsolicited proposals.The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.Any costs associated with the market survey submittal is solely at the interested vendor`s expense.The FAA may request that one, some, all, or none of the respondents to this Market Survey provide additional information. No evaluation of vendors will occur based on this additional information and vendor participation in any informational session is not a promise for future business with the FAA.Any information provided under this market survey is for informational purposes only. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as, proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy.
