(1) Vendor needs to provide rate analysis service to the government authority located in Colton, CA. • Study is to independently assess and evaluate the existing wastewater rates of both cities and recommend fair, reasonable, and legally defensible rate structures for their customers.• Assist the city in analyzing its current rate structure for water and sewer services and then evaluating other potential rate structures that might provide increased revenue stability utilizing equitable and easily explainable and defendable rates. • Recommended rates shall adequately fund wastewater operations, infrastructure improvements, regulatory requirements, reserves, and existing or anticipated debt obligations while minimizing impacts on ratepayers to the extent possible.• The study will include a comprehensive review of both cities’ applicable wastewater funds and budgets, wastewater master plans, capital improvement programs, customer classes, current flow and billing data, projected growth, and existing service agreements.• Weigh the benefits of any proposed system improvements/replacements against the financial impacts on ratepayers;• Provide a comparison of current rates to surrounding water and sewer purveyors;• Take into consideration the Colton billing system capabilities;(2) All the questions must be submitted no later than Aug 13, 2026
