Rapid Antiretroviral Therapy (ART) Protocol Development and/or Routine Opt-Out Testing (ROOT) Services

The County of Orange (County) Health Care Agency (HCA) is seeking applications from qualified organizations to develop protocols with the purpose of providing Rapid Antiretroviral Therapy (ART) services to people living with HIV (PLWH) in an ambulatory care or emergency setting AND/OR to expand Routine Opt-Out Testing (ROOT) for syphilis, HIV, and Hepatitis C Virus (HCV) through the Emergency Department Screening Program (EDSP) in Orange County. The Ending the HIV Epidemic (EHE) Grant will fund protocol development for Rapid ART, and the Syphilis Outbreak Strategy Grant by the California Department of Public Health STD Branch will be the funding source for ROOT. The goal of this program is to expand institutions that offer routine opt-out testing and to develop and pilot Rapid ART protocols that detail how your organization will provide patients ART within seven (7) days of HIV diagnosis, or upon a re-engaged patient’s receipt of diagnosis.
