(1) Vendor needs to provide traffic flow study service to the government authority located in Petoskey, MI.• The Agency supports a wide range of operations including municipal solid waste handling, recyclable material processing, public drop–off services and compost operations.– Increasing usage, combined with evolving operational demands and infrastructure constraints, has resulted in congestion at the facility entrance, with vehicle queues extending onto agency.• Existing Conditions Evaluation:a. Assess current traffic patterns, volumes, and peak usage periods.b. Evaluate gatehouse operations and vehicle processing times.c. Document internal traffic circulation, including public vehicles, commercial haulers, and facilityequipment.d. Identify existing constraints related to site layout and infrastructure.• Operational Analysis:a. Evaluate interaction between traffic flow and facility operations, including:1. Transfer station compactor operations,2. MRF tipping, processing, and baling activities,3. Heavy equipment movement and staging and• Traffic Analysis:a. Conduct traffic modeling for existing and projected conditions.b. Evaluate impacts to Pleasantview Road and surrounding roadway network andc. Identify safety risks associated with queuing and site access(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 16, 2026.
