Vendor needs to provide plan evaluation service on an as needed basis to the government authority located in HI. – Conduct an independent evaluation of agency’s Library Services and Technology Act (LSTA) five–year plan 2023–2027. – Develop a survey instrument using the likert scale where appropriate, create a uniform process for gathering and analyzing data, collect anecdotal evidence.– Prepare a draft evaluation report for review and submit a final evaluation report in agency–approved format.
