(1) Vendor needs to provide planning support services to the government authority located in Houston, TX.– Includes professional planning, engineering, operational, transportation, market, environmental, real estate, cost estimating, scheduling, and implementation support for updates to facility master plans. Services may be authorized through individual task orders and may address one facility, multiple facilities, a specific technical issue, a cargo type, a strategic property, or a port–wide planning need.– Program mobilization, project management, schedule development, task–order coordination, quality control, progress reporting, and maintenance of decision logs, assumptions logs, risk registers, and other project controls.– Data collection, document review, field verification, existing conditions assessment, and preparation of current GIS/CAD base mapping, facility inventories, constraint maps, and data gap analyses.– Market, cargo, customer, vessel, trade lane, and supply chain assessments to support planning assumptions, scenario development, facility requirements, and long–term investment decisions.(2) All question must be submitted no later than September 10, 2026.
