(1) Vendor needs to provide estate management strategy service. • Develop a corporate estate management strategy (minimum 5–year horizon) that sets out a clear vision, strategic objectives and an implementation roadmap aligned with the organization’s 10–year plan, statutory remit and relevant corporate strategies.• Implementation roadmap and phasing• Governance and reporting mechanisms• Financial, workforce, data and digital enablers• Recommendations for ongoing monitoring and review of the Strategy• Allocation of responsibility and ownership for individual actions• Indicative timescales and dependencies• KPI definitions, baselines and proposed targets• Reporting frequency and review arrangements
