(1) Vendor needs to provide police leadership training services to the government authority located in Saint Paul, MN.– Provide ensuring the safety and security of the regional transit system, its employees, and the riding public.– Continued need for ongoing leadership training, coaching, discovery work, and consultation.– Conduct interviews, observations, and focus groups with targeted personnel to assess needs and inform training design.– Engage in discovery work prior to development of new curricula (for example, for community service officer training related to moral courage, teamwork, and character development).– Ethical leadership and leadership virtues.– Servant Leadership principles (service, empowerment, persuasion).– Supervisory communication and expectation–setting.– Fair process and ethical decision–making.– Maintaining moral courage, clarity, and motivation.– Conflict management and effective team dynamics.– Employee engagement and motivation.(2) All the questions must be submitted no later than October 2, 2026.(3) The contract period will be for two years. (4) Pre–bid meeting will be held on October 1, 2026.
