SW-118387 - USA (Maryland) - Voter Registration and Election Administration Modernization Solution - Deadline October 23,2026

(1) Vendor needs to provide voter registration and election administration modernization solution• Procure and implement a modern, secure, scalable, and fully integrated statewide voter registration and election administration solution to replace and resolve the operational inefficiencies created by the existing system.• Replace and modernize the State existing statewide voter registration and election administration system with existing functionality that includes geographic information system (GIS) and redistricting.• Solution must have the ability assign a status to voters as active, inactive, pending, canceled and merged and assign a reason for their status.• Solution must accurately capture and retain voter registration information and create an audit log for all transactions or actions that are undertaken in the system that affect a voter record• Abilitty to import data from the Administrative Office of the Courts to use for cancelation of voters who are no longer elligible to vote due to felony convictions with incaraceration.• Solution must provide functionality to processed notifications that a voter is deceased from mutiple sources, resulting in different voter statuses depending upon source• Solution must allow county and SBE users to add notes and comments on voter records; and allow for an application to be linked to voter record.(2) All the questions must be submitted no later than Oct 12, 2026. (3) The contract period will be for five years.
