Robo Bids: Due to the complexity and specific nature of the services requested, we require that all bids be submitted manually by an authorized vendor representative, including the necessary documentation, pricing, and terms. Bids submitted through automated systems without a tailored manual response will not be accepted. All vendors must ensure that their proposals accurately reflect a full understanding of the RFP requirements. The applicant is seeking bids for a fully managed WAN solution. Leased Lit Fiber (without Internet Access) is the E-rate Category 1 service option to choose when bidding point-to-point wide area network (WAN) connections. WAN connections do not connect to an Internet access point. WAN connections are point-to-point fiber connections that connect individual instructional/non-instructional facilities in the same school district. See the section for Solution Specifications for applicants' requirements. 2. The second service is s Transitional Services -Per the FCC docket DA 20-237. March 5, 2020: Guidance accompanying the order also explained that when a new provider is delayed in starting to provide service, the applicant may remain with a previous provider during the transition period, even if that provider was not the second highest bidder, although the applicant's total funding level may not exceed the amount approved in its FCDL. This service will be based on the current service provider's MRC and will be on a MTM [month-to-month] term until the new fiber is lit and tested. The evaluation of proposals is a two-tiered process. Tier One consists of an administrative review of compliance with mandatory requirements listed above. The Applicant or Agent scores all Tier One components either pass or fail, and a Proposer must pass all requirements to move to the next Tier. Tier One: Administrative Review of Compliance Appendix A: Required Certification Pass/Fail Appendix C: Intent to Bid Letter Pass/Fail Appendix D: Pricing Sheet Pass/Fail Vendor Compliance with USAC [SPAC filed] Pass/Fail During the Tier Two evaluation, each required component will be scored on a scale of 1-5 and adjusted based on its relative weight, as described below. The weighting for each component is shown in the table below: % Weight Criteria 35% E-rate eligible recurring and one-time circuit costs1 25% Complete bid submission2 15% Ability to support requirements of this RFP3 10% Proposed contract terms and conditions4 5% Service reliability and dedicated infrastructure5 5% E-rate ineligible recurring or one-time costs6 5% Provider references7 The Respondent must include sales taxes and other fees in the proposal. Estimated taxes should be based on the MRC and OTC as noted on the vendor's bid. USAC PIA review will not accept a percentage estimate; they must see the taxes and any surcharges listed as dollars. On the vendor invoice, note that invoices listing these charges as Telephone are not eligible for reimbursement. Vendors should strive to ensure that the applicant is billed correctly.
