REPUBLIC OF GHANA MINISTRY OF ROADS AND HIGHWAYS DEPARTMENT OF FEEDER ROADS REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Name of Project Ghana Market Access and Connectivity Project (GMACP)-Project Preparatory Grant Grant Number IDA-E6230 Assignment Title Individual Consultant to review the Feasibility Study Report for the Ghana Market Access and Connectivity Project (GMACP) Procurement Plan Ref Number GH-MRH-DFR-563699-CS-INDV Country of Delivery Ghana The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparation for the Ghana Market Access and Connectivity Project (GMACP), and intends to apply part of the proceeds for an Individual Consultant to review the Feasibility Study Report for the Ghana Market Access and Connectivity Project (GMACP). The primary objective of this assignment is to provide an independent technical review of the GMACP Feasibility Study Report prepared by the DFR in-house team. The Consulting Services ("the Services") include review and validation of the Feasibility study report and deliverables prepared by the DFR in-house team to ensure technical accuracy, completeness, compliance with the Feasibility Study TOR, national and international standards, and good practice guidelines. The Individual Consultant is required to undertake the following activities among others: Review the preliminary, detailed technical assessments and environmental and social baseline surveys to verify the adequacy of the road prioritization, engineering investigations, design proposals, climate resilience measures, environmental and social risks assessments. Review the economic and financial analyses to verify the accuracy and adequacy of cost estimates, economic viability, financial feasibility, funding arrangements, and long-term fiscal sustainability of the proposed investments. Review the institutional and DFR’s implementation capacity, governance and procurement arrangements, monitoring and evaluation framework, and overall readiness for effective project delivery. Review the feasibility study to verify compliance with all applicable Ghanaian laws, technical standards, procurement requirements, and relevant international environmental and social guidelines. Review the completeness, quality, and compliance of the Draft and Final Feasibility Study Reports and supporting deliverables, including technical reports, implementation tools, risk and monitoring frameworks, GIS data, and associated study documentation to all applicable national and international technical standards. The estimated level of effort (professional person-months) is 3.80 person-months. The implementation period for the assignment is expected to be 4 months (16 weeks) from the commencement of the Assignment. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are expected to submit Curriculum Vitae (CV) with description of experience in similar assignments, similar conditions, etc. Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. 2. Eligibility Requirement for the Assignment The best qualified Individual Consultant to carry out the services will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”). The criteria for selecting the Individual Consultant are: (a) Minimum Mandatory Requirements (pass/fail): Certified copy of Academic Degree (Master’s Degree in Civil Engineering, Transport Economics, Project Planning, Development Economics, or a closely related field). Copy of Professional qualification (Member of a recognized Professional Body) Minimum of 15 years’ post-qualification experience. Evidence of experience in leading or reviewing at least two (2) major feasibility studies for road projects in developing countries, preferably in Sub-Saharan Africa. (b) Criteria for ranking of consultants - experience & qualifications (with scoring): Criterion Description Max Score 1 Master’s degree or higher in Civil Engineering, Transport Economics, Project Planning, Development Economics, or a closely related field. 10 2 Must be a professional member of a recognized body. 5 3 Minimum of 15 years’ post-qualification experience. 10 4 Minimum of 10 years of progressive professional experience in the planning, appraisal, design, or independent review of road infrastructure projects. Proven experience working with the Government of Ghana road sector agencies (e.g., DFR, GHA, MRH) or similar development partner-funded projects (World Bank, AfDB, JICA, etc.). Knowledge of agricultural value chains and rural market access issues. 10 5 Demonstrated experience in leading or reviewing at least two (2) major feasibility studies for road projects in developing countries, preferably in Sub-Saharan Africa. 20 6 Proven expertise in cost-benefit analysis, HDM-4, RED or similar models, NPV/EIRR calculations, and sensitivity analysis. 5 7 Proven expertise in the assessment of financial sustainability and maintenance cost implications, and the development of financial models for project implementation. 5 8 Working knowledge of World Bank Environmental and Social Framework (ESF, 2016) and Ghana’s EPA regulations (LI 1652, LI 2504, Act 1124). 5 9 Familiarity with Ghana Road Design Manual (2023), Low Volume Roads Manual (2019), Road Notes 31, and MRH Standard Specifications. 5 10 Experience in Ghana or West Africa on World Bank or donor-funded infrastructure projects. 5 11 Proposed Methodology 15 12 Proposed Work Plan 5 TOTAL 100 The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
