(1) Vendor needs to provide legal research platforms.• Data Elements1. Contractor must be established as the main service provider and meet theminimum requirements outlined, not utilizing or acting as a subcontractor or third party.2. Contractor must have a minimum of three years' experience within the last five yearsproviding this service.3. Contractor will provide a legal research platform accessible via a secure online interface. Thesolution shall be hosted and fully supported by the contractor.4. Contractor will make all data available in real time via a secure online platform.5. Contractor will include mechanisms for continuous data collection updates and data accuracy• Search and Functionality Capabilities1. The platform will provide advanced search capabilities including, but not limited to:• Boolean search operators• Natural language searching• Citation searching• Topic and/or key number searching• Headnote searching– The system will provide citator service at a minimum:• Verifies if cases are still good law• Provides visual indicators of case treatment• Links to citing references– The platform shall include the following export/delivery options. Additional options may beincorporated when mutually agreed upon between contractor and purchaser:• Print capabilities including batch delivery of multiple documents• Download in multiple formats (PDF, Word, etc.)• Email functionality• Ability to save documents to folders within the system(2) The contract period will be for one year.
