REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consulting Services for the mapping of risk zones for the spread of zoonotic diseases among domestic and wild animals including migratory waterfowl Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/08 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://edavlat.tj/uploads/2026/6/18/6f66dddb25237dbf13c69c3eed36b311_original.159666.pdf 3. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: - Legally registered consulting firm with authorization to operate in relevant technical fields; - Proven track record of at least 7 years of institutional experience in public health, veterinary epidemiology, environmental health, or related sectors; - Demonstrated expertise in zoonotic disease surveillance, epidemiology, risk mapping, wildlife health, livestock disease systems and avian influenza or other priority zoonotic diseases will be considered an advantage; - The consulting firm should have demonstrated experience of wildlife and waterbird monitoring, survey and mapping; - Strong knowledge of climate change impacts on disease ecology and vector-borne/zoonotic disease transmission; - Demonstrated experience in spatial analysis, GIS-based risk mapping, and geospatial modelling related to epidemiology, biodiversity, natural resource management, or environmental risk assessment; - Capacity to integrate animal health, human health, and environmental/climate data (One Health approach); - Familiarity with international standards and frameworks (WHO, FAO, WOAH/OIE guidelines on zoonoses and surveillance); - Demonstrated experience working with government institutions of the Republic of Tajikistan and projects financed by international development partners, including the World Bank, ADB, and UN agencies, will be considered an asset. 4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services. 6.
