(1) Vendor needs to provide cyber threat intelligence platform.• The system shall function as a comprehensive, near real–time, cyber threat intelligence platform capable of indexing, organizing, and sourcing data from open–sources, the dark web, and technical feeds.• The system shall provide a unified data environment allowing authorized users to manage, query, and visualize all collected data through a single web–based interface.• The system shall provide actionable cyber threat intelligence reports on cyber threat actors, to include advanced persistent threats (APTs), detail the use of their tactics, techniques, and procedures (TTPs), including indicators of compromise (IOCs).• The platform shall include comprehensive metadata management and data cataloguing, ensuring all records are indexed and searchable by time, source, sensor type, and geographic reference.• The system shall perform data normalization, deduplication, and schema enforcement, allowing consistent data structures across varying sources.• The system shall ingest and continuously update large–scale open–source, technical, and dark web intelligence from numerous diverse sources in near real–time.• The system shall provide built–in analytics and visualization capabilities, allowing users to perform both real–time and historical analysis of data.• The platform shall enable creation of custom dashboards, reports and visualizations for operational monitoring, trend analysis, and incident review, configurable by role or mission requirements.• The platform shall have machine–learning features to include anomaly detection, predictive analytics, and automated classification or clustering.• The analytics engine shall support advanced analysis and predictive techniques that identify AI driven insights or predictive modelling are used to identify emerging patterns or risks based on historical behavior.(2) All question must be submitted no later than August 11, 2026.(3) A contract period will be for three years.
