(1) Vendor needs to provide comprehensive plan update service to the government authority located in Geneva, NY. • The comprehensive plan will update the city’s 2016 comprehensive plan to establish the objectives that the community wants to achieve, and will guide future sustainable growth within the municipality, enhance the local identity, and protect natural and cultural local resources.• Deliver a clear, actionable Comprehensive Plan that directly informs policy, capital planning, and development decisions• Prioritize implementation–ready near–term actions while maintaining flexibility and adaptability in longer–term strategies• Ensure meaningful, representative, and efficient community engagement• Integrate climate resilience, housing, economic development, infrastructure, and workforce development into a cohesive strategy• Incorporate all applicable state smart growth principles into the plan’s goals, strategies, land use recommendations, and implementation actions• Create a framework that integrates related planning efforts, including housing and redevelopment strategies• Develop tools to track progress, including implementation matrices and performance metrics(2) All the questions must be submitted no later than September 17, 2026.
