(1) Vendor needs to provide medical and stop loss insurance consultant services to the government authority located in Laredo, TX– Consultants to serve as a strategic partner providing expertise, guidance, and administrative support for the district’s employee benefit programs.– Services apply directly to Self–Funded Group Health Insurance Plan and Stop Loss – Group Health Insurance coverage. – Deliver strategic consulting, financial evaluation, compliance oversight, and ongoing program management tailored to the district's self–insured offerings.– Analysis of utilization data, claims experience, and demographic trends to identify areas for potential improvements and or concerns. – Evaluation of the performance of the self–funded health insurance plan, including claims data analysis, identification of cost drivers, and recommendations for potential cost savings to the district. – Detailed analysis of premium or contribution rates, claims experience, and reserve levels for Health & Stop Loss Insurance plans, – Development of financial projections and modelling to forecast future benefits – Evaluation of stop–loss insurance coverage for the self–funded health plan– Conduct thorough market analysis to identify qualified insurance carriers and third–party administrators (TPAs)– Provide expertise on plan performance, cost containment strategies, network access, and compliance specific to the medical plan.(2) All the questions must be submitted no later than August 26, 2026.
