Wastewater Collections Master Plan Update
toaks / Public Works
Description
The City of Thousand Oaks’ current wastewater collection system master plan was prepared and adopted by the City in 2002. Since that time, there have been improvements made to the overall City wastewater collection system. Previously recommended capital improvement projects have been addressed and implemented, the City has continued to update its Sewer System Management Plans (SSMPs) as required by the State and while the City is primarily built out from a development standpoint, there have been developments that have occurred since the preparation of the previous City’s master plan. The City will also be experiencing continued development at various locations which will need to be accounted for and the impacts to the wastewater collection system identified and planned. Additionally, as the region experiences the prolonged drought impacts, the master plan should address the impacts to the collection system from increased groundwater pumping and the regional water purification project that is being undertaken by Las Virgenes Municipal Water District and any impacts to the wastewater collection system envisioned by that project (saline wastewater discharges from the different potable water development processes). The City seeks professional services from a qualified and experienced consulting firm to review and analyze existing record drawing/GIS information, review the City’s new 2045 General Plan for pending and anticipated development infill projects, conduct site visits, perform field flow monitoring activities, review and update the previously prepared wastewater collection system model, attend coordination and progress meetings, incorporate current regulatory requirements related to wastewater collection system maintenance and operation, review the current City SSMP document, identify a needed capital improvement program, and prepare the City-wide wastewater collection system master plan document (draft and final).
