Republic of Mozambique Ministry of Youth and Sports National Youth Institute Project Implementation Unit REQUEST FOR EXPRESSIONS OF INTEREST Grant No IDA E212 Assignment Title: Consultancy to Support the Operationalization of the Complaints Resolution System (CRS) and the Action Plan for the Prevention of Risks and Response to GBV, SEA and SH in the Project’s Implementation Areas Activity No. MZ-MJD- 567158-CS-QCBS The Government of Mozambique (GoM), through the National Youth Institute (INJ) under the supervision of the Ministry of Youth and Sports (MJD), and with the support of the World Bank, is implementing the “ East Africa Girls' Empowerment and Resilience” (EAGER) investment project. This regional initiative, financed by the World Bank and implemented in partnership with the Africa Union, aims to increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the institutional capacity to implement gender-equality policies. In Mozambique, the EAGER investment operation (2024 to 2029) is implemented jointly by the Ministry of Labor, Gender, and Social Action (MTGAS) and the MJD. Component 4. Support for Project Implementation. This component will support the project’s implementing agencies (MJD and MTGAS) in designing and implementing multisectoral activities at national level and within the regional context. The project will fund the strengthening of the existing Project Management Units (PMUs) within the two institutions responsible for the day-to-day management and implementation of the project; operational costs; equipment; and training. These Terms of Reference refer to the selection of a Consultant To support the project’s implementing agencies (MJD and MTGAS) in operationalizing the Complaints Resolution System (CRS), which is sensitive to Gender-Based Violence, Exploitation and Sexual Abuse and Sexual Harassment (GBV/SEA/SH), Violence Against Children (VaC), in particular child sexual abuse, forced and early marriages, and child labour, including the referral and monitoring of cases to ensure access to holistic support services for survivors in the project’s implementation areas (115 districts across 11 provinces). The main tasks of this team are as follows: To develop and implement a communication strategy for the widespread promotion of the Complaints Resolution System; Conduct awareness-raising campaigns and sessions to prevent and mitigate the risks of GBV/SEA/SH in schools, communities, CBO’s and other organisations, and for the project’s other stakeholders; To supervise, evaluate and monitor the implementation processes of the CRS and sensitive cases; Identify, receive and record all complaints and cases of GBV, and refer them to local GBV service providers; Assist victims with their social reintegration (school, family and community). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: A minimum of 6 years’ experience in the implementation and/or strengthening of Grievance Redress Systems, including the design of operational workflows, accessible and inclusive reporting channels, and referral and response mechanisms; A minimum of 7 years’ experience in managing sensitive cases, ensuring confidentiality and a victim-centred approach, and in the development and implementation of Action Plans for the prevention of and response to GBV/SEA/SH; At least 7 years’ experience in delivering training and capacity-building for technical teams, implementing partners and stakeholders on GBV/SEA/SH and the functioning of the CRS; Experience of working with vulnerable communities, including women, girls and other at-risk groups, and the ability to liaise with service providers (health, psychosocial support, legal aid) and institutional referral mechanisms; Experience in monitoring and evaluation, including defining indicators, data collection and the preparation of technical reports. Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.19, and 3.20 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
