(1) Vendor needs to provide tickets and citations management solution. – Providing operational, administrative, technical, and process–support services for the authority’s Tickets and Citations Management Application (TCMA) system, including the full citation lifecycle through payment coordination and closeout.– Citation management, toll violation processing, fleet–based violation administration, workflow automation, system integration, payment coordination, reporting, and operational backlog reduction.– TCMA System Administration and Support:• Application administration support.• User support and troubleshooting.• Workflow monitoring.– Citation and Toll Violation Intake:• Reviewing mailed citation notices.• Digitizing citation documents.• Confirming ticket number, violation date, location, plate, amount, due date, and issuing agency.– Vehicle, Department, and Driver Identification:• Verifying vehicle ownership.• Validating license plate information.• Reviewing fleet assignment data.– Badge–In Compliance Monitoring:• Identifying citations where no badge–in record exists.• Creating compliance dashboards.• Sending automated notifications.– MPR Payment Coordination:• Preparing citation payment packages.• Tracking payment request status.• Monitoring outstanding payments.(2) All the questions must be submitted no later than October 28, 2026.
