(1) Vendor needs to provide marketing and advertising services to develop and implement a comprehensive marketing and branding strategy.– Increase overall enrolment by raising awareness and driving prospective student engagement across all programs– Develop distinct campaign tracks for: (a) general enrolment and awareness; (b) Transfer programs; and (c) Career Education (CE) programs– Create culturally relevant campaign creative — including concept, copy, and design.– Produce campaign assets for use across all relevant media channels, including digital, social media, outdoor/transit, print, radio, and streaming audio/video– Digital & Social Media Marketing– Develop and manage paid digital advertising campaigns.– Create platform–specific content strategies and original content (static, video, and animated) for social media channels.– Support email marketing strategy and template development for enrolment–related communications.– Ensure digital advertising strategy incorporating geotargeting within the service area and surrounding regions.– Media Planning and Buying– Develop a comprehensive media plan aligned with campaign goals and budget.– Execute paid media placements across traditional and digital channels, including outdoor/transit, print publications, radio, digital, and social media.– Creative Production.(2) A mandatory pre–proposal conference will be held on September 15,2026.(3) All question must be submitted no later than September 16, 2026.
