Human Resources Management Services

The City of Green Cove Springs, Florida (“City”) is soliciting sealed proposals from qualified human resources management firms (“Proposers” or “Firms”) to provide comprehensive human resources (HR) services for the City, including supplemental employee life‑cycle support, HR compliance, and strategic HR consulting. The City intends to partner with an experienced firm that can support and, where appropriate, enhance existing City policies, procedures, and systems while ensuring compliance with applicable federal and Florida laws and best practices in public sector HR management. The City anticipates awarding a single contract for an initial term of three (3) years with options for renewal, subject to annual budget appropriation and satisfactory performance.
