Vendor needs to provide data analyst consultant service for AI usage on public investment. – Conduct a comprehensive desk review of existing documents, tools, and initiatives related to green budgeting, green tagging, policy–alignment exercises, and public investment management in Mongolia, alongside relevant international best practice.– Map and assess the quality, accessibility, and AI–readiness of existing datasets and documentation, including data gaps at the national level.– Data Analysis and AI Solution Identification: Analyze the data and documentation currently available in public investment process to identify viable options for applying AI–supported green tagging.– Assess the technical and institutional feasibility on the complete business case, including data availability, system compatibility, human–resource requirements, indicative cost, and change–management considerations.– Design an AI integration framework that maps specific AI based solution onto existing workflow stages, specifying the tool type, required data inputs, expected outputs, and the institution responsible for each stage.– Identify and analyze key risk factors, including data security, data availability and quality, algorithmic bias, institutional resistance, and the sustainability of the solution beyond the assignment period, together with mitigation measures for each.
