(1) Vendor needs to provide comprehensive facilities condition assessment service to the government authority located in Columbia, SC.– Professional consulting firms to conduct a comprehensive facilities condition assessment of all library locations and to develop an actionable, financially informed 10–year capital improvement and renewal plan.– Conduct an on–site assessment of each library location. – Assessments shall be sufficiently detailed to identify current condition, observed deficiencies, anticipated renewal and replacement needs, and remaining useful life of major systems and components.– Asset condition and lifecycle analysis.– Facility condition index and portfolio benchmarking.– Risk and priority classification– 10–year capital improvement and renewal plan– Technology, security, and communications infrastructure(2) All the questions must be submitted no later than October 1, 2026.
