(1) Vendor needs to provide tax levy survey and strategic communications consulting service. – A strategic consulting partner in evaluating community readiness for a potential tax levy initiative that may be considered for the April 2027 election.– A firm capable of providing community engagement, community opinion research, strategic communications, and strategic guidance through a flexible, phased approach. – Strengthen stakeholder engagement and public understanding.– Develop strategic communications recommendations, if needed.– Measure public awareness, understanding, and perceptions.– Assess trust and confidence in the district.– Evaluate community support for a potential April 2027 tax levy.– Identify opportunities, barriers, and risks that could influence voter support.– Provide district leadership with objective information, professional recommendations, and practical strategies to determine whether additional phases of work are warranted and, ultimately, whether the district should proceed with a future funding initiative.– Provide research design, survey administration, data analysis, strategic recommendations, and presentation of findings.(2) All the questions must be submitted no later than August 4, 2026.
