(1) Vendor needs to provide health savings accounts, flexible spending accounts and COBRA services.1. Account administration:– Administer the county’s healthcare FSA, dependent care FSA, HSA, COBRA, and direct bill plans in accordance with applicable federal and state laws, IRS regulations, and plan documents.– Process employee and employer contributions as received through integration files.– Support payroll contribution integration files and funding.– Manage the complete COBRA lifecycle, including qualifying events, election periods, coverage changes, terminations, and extensions of coverage.2. Direct bill administration:– Calculate and communicate required premiums based on illustrative rates provided each calendar year.– Generate and distribute invoices and payment statements.– Apply payments accurately to participant accounts and benefit coverage.3. Claims processing and adjudication:– Design and produce all necessary forms for claims processing.– Receive and process eligible claims.4. Debit card services:– Provide debit cards for use at the point of service for healthcare FSA and HSA participants.(2) All question must be submitted no later than November 16, 2026.(3) A contract period will be for one year.
