REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consulting services for the development of a national operational plan for improving infection prevention and control Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/12 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: The consulting firm shall be legally registered in the Republic of Tajikistan and authorized to provide consulting services; The consulting firm shall have at least five (5) years of experience in providing consulting services in public health or infection prevention and control (IPC), epidemiology, health policy, or other closely related fields; During the last five (5) years, the consulting firm shall have successfully completed at least two (2) similar assignments related to one or more of the following areas: development of national health strategies, action plans or operational plans, IPC, Healthcare-Associated Infection surveillance, AMR, public health capacity building or monitoring and evaluation of health programs; Experience working with the MOHSPP and other governmental institutions in the healthcare sector in the Republic of Tajikistan is mandatory; Previous experience in assignments financed by the WB, WHO, UNICEF or other international development partners will be considered an advantage; The consulting firm's experts must be fluent in both Tajik and Russian languages. Working knowledge of English is required for the Team Leader. 4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services. 6.
