(1) Vendor needs to provide labor counsel service to the government authority located in New Britain, CT. – To provide comprehensive labor and employment legal services and representation.– Counsel shall serve as a strategic legal advisor to the Executive Director, Executive Management, and, when appropriate, the Board of Commissioners concerning labor relations, employment law, personnel administration, collective bargaining, workplace investigations, employee relations, regulatory compliance, and related matters.• Collective Bargaining and Labor Relations• Grievances, Arbitration and Labor Disputes• Personnel and Employment Matters• Employment Law Compliance• Employment Policies and Procedures• Workplace Investigations• Administrative Agency Proceedings• Litigation and Court Proceedings• Disciplinary and Pre–Termination Guidance• Labor–Management Meetings• Executive Director, Management and Board Counsel• Housing Authority–Specific Employment Issues• Organizational Change, Reorganization and Management Rights• Wage, Hour and Classification Matters• Reasonable Accommodation, Disability and Leave Management• Workers' Compensation and Workplace Safety Coordination• Employment Agreements and Related Documents• Training• Preventive Legal Review and Risk Management• Legal Opinions and Written Work Product• Responsiveness and Availability• Status Reporting and Matter Management• Billing and Cost Management• Conflicts of Interest and Confidentiality• Records and Transition Assistance• Other Labor and Employment Legal Services(2) All questions must be submitted no later than September 23, 2026.(3) The contract period will be three years.
