2026 On Call Professional Services Owner’s Rep DASD MOCAP

The City of Cleveland Division of Architecture and Site Development (DASD) is required to assess, identify capital repair, renovation and/or replace, design and document project scopes of work, manage, and prepare detailed cost estimates. The DASD contracts with professional consultants to provide services to support and partner with the DASD’s in-house staff. It is the intent of this Request for Proposal (RFP) to solicit proposals for general Owner's Representation and Construction Cost Estimation Services on various public improvements on an as-needed basis in support of the DASD. The DASD anticipates the selection of one (1) consultant to be awarded On-Call Professional Services (OCPS) contracts of $300,000.00 . Upon receipt and review of proposals from interested parties, it is the City of Cleveland’s intent to enter into an agreement between the City of Cleveland (“City” “Owner” “Client”) and the professional firm (“Consultant” “Owner's Advisor” "OA" "Owner's Representative" "Owner's Rep"). This will be completed after it is determined which firm is to be best qualified to provide these services as determined by the City of Cleveland. The City of Cleveland expects the prime contract holders for the contract to provide team leadership and project management for all services procured through this Agreement and future individual Project Agreements with the City. Such proactive management should include, but is not limited to: Follow and/or implement all City standards, templates, and process required on the Project, either internally or externally with the consultant or construction teams. Coordination of the work. Internal peer review, evaluation, and coordination of its' work well before work is issued. The City reserves the right to reject any or all proposals or portions of thereof, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his sole discretion, modify or amend any provision of this notice or the RFP.
