(1) Vendor needs to provide freight grade separation planning studies program services to the government authority located in Houston, TX. – Prime Contractor to manage and perform the assigned feasibility studies.– The Contractor will provide centralized program management, consistent study methodologies, stakeholder and railroad coordination, quality control, and standardized data and deliverables across assigned projects.– The Contractor will perform the applicable study tasks for each project approved and assigned by agency. The following tasks establish the requirements for individual rail crossing and rail corridor feasibility studies.– External Coordination and Public Involovement– Develop a Public Involvement Plan, incorporating marketing strategy where appropriate– Existing Conditions Analysis and Data Collection– Railroad Data Collection and Field Reconnaissance– Preliminary Concepts Alternative Analysis– Rough Order of Magnitude (planning level) Benefit–Cost Analysis– Preliminary Funding Sources for Consideration– Implementation Strategy– Final Report – Feasibility Studies for Individual At–Grade Railroad Crossing– Existing Conditions Analysis and Data Collection– Railroad Data Collection and Field Reconnaissance– Corridor Operational Improvement Recommendations– Preliminary Concepts and Alternatives Analysis– Preliminary funding sources for consideration(2) All the questions must be submitted no later than November 4, 2026.
