EXTRA-77912 - USA (Chicago, Illinois) - Regional Dial-a-Ride Coordination Study Services - Deadline November 13,2026

(1) Vendor needs to provide regional dial–a–ride coordination study services to the government authority located in Chicago, IL.– Project steering committee and stakeholder engagement:– The awarded contractor shall develop and implement a comprehensive stakeholder engagement strategy that supports development of the study.– Contractor shall facilitate Committee meetings throughout the Study, development and conduct interviews, workshops, focus groups, and other engagement activities as necessary with Committee members.– Existing conditions assessment:– The awarded contractor shall conduct a comprehensive assessment of existing and demand response services throughout the region.– The assessment shall inventory existing publicly operated DAR programs, including services operated by counties, municipalities, townships, Pace, and other eligible providers.– The assessment shall document existing service characteristics, including service areas, eligibility requirements, scheduling rules, hours of operation, trip purposes, fares, ridership, fleet composition, technology platforms, dispatch and scheduling systems, staffing, governance structures, operating costs, capital assets, funding sources, performance measures, and existing intergovernmental agreements.– Case studies:– Evaluate governance and administrative structures.– Review funding models, including operating and capital assistance programs.– Assess rationale for service provision, and policy choices made in planning the service.– Regional DAR program policy framework.– Service coordination council framework.– Regional coordination alternatives and financial analysis memo.– Implementation strategy, funding plan, and matrix.– Draft regional DAR coordination study report.– Final Regional DAR coordination study.(2) All the questions must be submitted no later than November 3, 2026.(3) The contract period will be for two years. (4) Pre–bid meeting will be held on October 29, 2026.
