(1) Vendor needs to provide stream mitigation bank development services to the government authority located in Minnesota.• The planning, designing, permitting, constructing, monitoring, and managing of a bank on publicly owned lands.• Create a partnership that leverages private–sector expertise and funding with a large public sector land base with restorable stream sections• Establish a stream mitigation bank on land currently managed by the county• Credit marketing and administration.• Provide project development support, assistance with site selection and the land base for the establishment of a mitigation bank.• Wetland or stream mitigation credit banking, administration and marketing; including a market analysis of regional demand for stream mitigation credits(2) All questions must be submitted no later than October 19, 2026.
