(1) Vendor needs to provide cyber safe hacks service to the government authority located in Washington, DC. • Rapid technological adoption and the proliferation of industrial–scale cyber fraud and scam operations, an informed and equipped youth population is critical.• Strengthen knowledge on cyber scam operations and trafficking threats among 5000 Vietnamese aged 18–30 nation–wide. Increase beneficiary ability to identify, report, and counter cyber scams, as measured by pre and post training assessments.• Boost skills in problem–solving, cybersecurity, and emerging technologies, including American open–source AI, among 200–400+ Vietnamese aged 18–30 nationwide.• Run hackathons that generate 50–100 prototype solutions targeting scam prevention, detection, public awareness, and victim protection.
