REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT - CIVIL ENGINEER (PART-TIME)) Republic of North Macedonia Ministry of Agriculture, Forestry and Water Economy Agriculture Modernization Project Loan No.: 9037-MK Assignment Title: Individual Consultant - Civil Engineer (part-time) Reference No.: AMP-IC-3.7-1 The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia (MAFWE) has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services. The Project aims to improve competitiveness in targeted agricultural sub-sectors and strengthen agricultural public sector readiness for EU accession. The main objective of this assignment is to oversee the building and reconstruction activities implemented under Sub-component 1.2 - Agriculture and Food Distribution Systems and Sub-component 2.2 - IPARD Implementation Capacity. The assignment relates primarily to the Collection and Conditioning Center (CCC) in Strumica municipality, the Agri-Food Platform (AFP) in the Skopje suburban area, and the renovation and adaptation of the office building intended to accommodate the increased needs of the Agency for Financial Support in Agriculture and Rural Development (AFSARD). The consulting services ("the Services") include drafting Terms of Reference for supervision of construction activities and supporting procurement documentation, including technical specifications and bills of quantities (BoQs); reviewing designs, permits and technical documentation; monitoring and reporting on compliance with national legislation, building standards and contractual requirements; supporting verification of completed works and the quality of materials used; reviewing reports submitted by supervision and works contractors; conducting site visits; liaising with relevant authorities; participating in evaluation committees; and assisting in negotiations with contractors. The Civil Engineer will closely cooperate with the other Civil Engineer engaged within the AMP Project Management Team and will report to the Project Director and Project Coordinator. The Civil Engineer is expected to work part-time under a time-based contract arrangement, with an estimated input of 100 man-days over a period of sixteen (16) months. The assignment is expected to commence in September 2026 and continue until the Project Closing Date in December 2027. The contract will include an initial probationary period of three (3) months. The Services will be performed at the premises of MAFWE and, as required, at the relevant construction sites. Interested Consultants should provide information (curriculum vitae and references in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • University degree in Civil engineering; • At least 10 years of working experience after attainment of the university degree; • At least 7 years of professional experience in similar assignments in the area of supervision and/or works assignments related to adaptation, and/or reconstruction and/or construction of public facilities; • Proven experience of the national legislation pertaining to urbanism, design, construction, and supervision, including all the procedures for obtaining construction licenses; • Experience for project management/coordination of at least 2 construction projects of above EUR 1.000.000; • Experience with FIDIC contracts and/or contract management; • Excellent command of spoken and written English language; and • Computer skills, including word processing and spreadsheets. A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
