(1) Vendor needs to provide housing program consulting services to the government authority located in Woodland, CA. – Provide consulting services for its housing programs, including the agency’s Community Development Block Grant Program (CDBG) and HOME investment partnerships program:• Loan and portfolio management:– CDBG and HOME Loan and Portfolio Management– Analyze and report on administration options for the CDBG and HOME, including staffing and training, and funding.– Annual review and monitoring of Inclusionary Housing units for compliance with regulatory agreements.• Grant writing and administration:– Grant research and identification.– Grant proposal development.– Grant management and compliance.• Technical assistance:– Provide technical assistance to agency staff for CDBG and HOME program administration and project development such as eligible project costs, eligible administrative and planning costs, and similar program criteria.– Analyze existing affordable housing programs to provide recommendations for changes to meet the agency’s housing goals.• Community outreach:– Serve as community outreach partners for housing programs, including owner–occupied rehabilitation program and tenant–based rental assistance.– Outreach strategy and materials: Develop a community engagement strategy drawing on culturally responsive engagement practices, including an assessment of housing program needs based on community input.– Enrollment assistance and events: Identify community gathering places, including markets, libraries, schools, community events, and transit hubs, that reduce barriers to participation, particularly in rural and unincorporated areas.(2) The contract period will be for three years.
