THE REVOLUTIONARY GOVERNMENT OF ZANZIBAR MINISTRY OF BLUE ECONONMY AND FISHERIES REQUEST FOR EXPRESSION OF INTEREST Country: United Republic of Tanzania. NO.: TZ-MBEF-561671-CS-CDS This request for expression of interests follows the General Procurement Notice for the Tanzania scaling up sustainable marine fisheries and aquaculture management (TASFAM) project which appeared in the UN Development Business Online on 5th June 2025. The Revolutionary Government of Zanzibar through the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Scaling up Sustainable Marine Fisheries and Aquaculture Management (TASFAM) Project and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for Consultancy Services for Conduct full Socio-Economic Impact Assessments in Existing and New MCA’s. The objective of the assignment is to evaluate the legal and socio-economic context of the MPA/MCA including natural resource and land-use rights, community access patterns, and any historical or legacy issues, to establish a comprehensive household-level socio-economic baseline of affected communities and assess the anticipated positive and negative impacts of access restrictions on livelihoods, income, food and nutrition security. The consultant shall be required to carry out the following activities: - Conduct a comprehensive socio-economic assessment of communities affected by or dependent on the MPA/MCA. Assess the potential socio-economic impacts of existing and proposed access restrictions. Assess the legal, institutional and governance arrangements governing natural resource use, fisheries and community access. Develop an appropriate monitoring and evaluation framework with measurable indicators for tracking implementation and outcomes. The Ministry of Blue Economy and Fisheries Zanzibar now invites eligible consulting firms to submit their expression of interests in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications, relevant experience and key experts to perform the services. The qualification and shortlisting criteria shall include: - The firm shall demonstrate a portfolio of at least 5 assignments in the preparation of RAPs, ARAPs, TRPs, or equivalent social safeguards instruments for World Bank-financed or equivalent projects in Sub-Saharan Africa. Experience in the fisheries, coastal, or blue economy sector is an advantage. The firm shall have demonstrated experience of working with communities dependent on natural resources, particularly in contexts involving temporary or permanent displacement. Qualified team of personnel. The firm should indicate list and qualifications of key personnel proposed for this assignment (Cvs are optional). Attention of interested consultants is drawn to section III paragraph 3.11,3.12 and 3.13 of the World Bank’s procurement regulations for IPF Borrowers Sixth Edition February 2025. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the consultant Guidelines.
