Invitation for Bids Date : 15 September 2026 Country: Kazakhstan Project: Reconstruction and Construction of Kyzylorda–Saksaulsk Republican Road Project Sector: Transport Mode of Financing: Forward Lease Financing No.: KAZ1033 Contract Title: Design, Construction, and Performance-Based Maintenance of Kyzylorda - Saksaulsk (Lot 1 and Lot 2) The Government of Kazakhstan has applied for financing from the Islamic Development Bank (IsDB) toward the cost of the Kyzylorda–Saksaulsk Road Reconstruction Project. Part of this financing will be used for payments under the Contracts named above. Bidding is open to Bidders from eligible member countries of the Islamic Development Bank (IsDB). The issuance of this Invitation for Bids does not constitute any commitment by IsDB to provide financing for the Project or any Contract. The NC KazAvtoZhol JSC (“the Employer”) invites sealed bids from eligible Bidders for the design, construction, completion, and performance-based maintenance of the Kyzylorda–Saksaulsk Road. The proposed road is located in the Kyzylorda Region of the Republic of Kazakhstan and forms an important part of the regional transport network, providing improved connectivity between Kyzylorda and the settlement of Saksaulsk. The overall Kyzylorda–Saksaulsk road corridor has a total length of approximately 462 km and is intended to improve transport connectivity, road safety, and the efficiency of freight and passenger traffic along the Kyzylorda–Saksaulsk corridor. This Invitation for Bids covers only the IsDB-financed section of the corridor, extending from approximately km 327 to km 462. The total scope of design, construction and maintenance under this contract will cover two sections: Lot 1 – between km 327 – 400 and Lot 2 – between km 400 – 462. Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any, for combined lots. Details on the scope of work are provided in the bidding documents. Bidding will be conducted through the International Competitive Bidding among the IsDB member countries (ICB-MC) procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under IsDB Project Financing, April 2019, revised in February 2023 (“Guidelines”) and is open to all bidders from eligible source countries, as defined in the Guidelines. In addition, please refer to paragraphs 1.9.1-1.9.4, Part 01, Chapter 01 of Procurement Guidelines setting forth IsDB’s policy on conflict of interest. A margin of preference will be provided to local (domestic) Contractors at ten (10) per cent of the value of the lowest Bid that satisfies the conditions of the technical and financial evaluation as defined in the Guidelines. The Request for Proposals (RFP) for Output- and Performance-Based Contract (Two-Envelope Bidding Process, Without Prequalification, Rated Criteria Evaluation Methodology) will be used for the bidding process. Only eligible Bidders with experience in Design, Build and Performance-based Maintenance Contracts may participate in this bidding.
